The Manager Applications Technology Services collaborates closely with management, other IT staff, consultants and vendors to ensure maximal integration benefits/optimization are obtained from new or installed systems and applications. This position is responsible for assisting and supporting the project management of implementations, managing technical tasks associated with the implementation of clinical and financial solutions assuring the timely and quality completion of the deliverables. They will be responsible for managing interfaces, integration, issue resolution, testing upgrades and patches. The Manager Application Technology Services is required to know and understand organizational operations of user departments and be capable to recommend changes for optimal organizational workflow and system utilization. Performs other related duties as required.JOB SPECIFICATIONS:EDUCATION

  • Bachelor's degree in Information Management, Operations Management, Engineering or related field preferred or equivalent experience.
  • Post graduate course work and/or certification highly desirable.EXPERIENCE
  • Minimum of seven to ten years' demonstrated experience in a senior technology position; Technical Service Manager, Integration Manager, Senior Technology Architect, in a healthcare environment.
  • Experience in a healthcare or hospital environment is required. Experience with HL7 interface creation and support.
  • Experience with PWIN interface engine and SQL databases highly preferred.
  • Application and technology implementation experience is required, including competency in standard IT project development phases.
  • Prior supervisory or team-lead experience preferred.PREREQUISITE SKILLS
  • Demonstrated knowledge of healthcare applications, interfaces, current information technology, including hardware, software, operating systems, interfaces, networking and major technology trends.
  • Experience with structured systems interface/integration analysis, technical project planning/management, capacity planning and interdepartmental coordination.
  • Ability to work independently as well as managing a team to prioritize tasks and respond appropriately to urgent needs or requests while meeting deadlines and budget limitations in a largely project-oriented work environment. Demonstrated ability to exercise good judgment and problem solve independently.
  • Must be able to handle multiple projects simultaneously, demonstrating initiative, creativity, resourcefulness and flexibility, including project management duties.
  • Must have excellent verbal and written communication skills, and experience and commitment to developing training materials, policies and procedures, change control documentation and conducting oral presentations.
  • Possess strong understanding of hospital business functions, processes, and applications to recommend and lead the installation of appropriate systems to meet documented business requirements.
  • Demonstrates a strong ability to multi-task with assignments and problems in a complex and fast paced environment.
  • Demonstrated enthusiastic customer service orientation and ability to work tactfully and diplomatically at all times is essential.
  • Experience with software modules such as MS Office Suite, Windows Current Version, and Report Writers such as Crystal.
  • Demonstrated knowledge of Hospital Operations.LICENSE/REGISTRATION/CERTIFICATION:Valid California Driver's License, Class C, required.DUTIES AND RESPONSIBILITIES:ESSENTIAL (not modifiable)
  • Maintains an in depth knowledge about IT Departmental operations, procedures, regulatory requirements and currently installed information systems for the closely related service groups assigned.
  • Maintains a current knowledge of the functionality of the applications supported by the Financial Business Application Analysts with primary focus on McKesson solutions and the integration of these solutions.
  • Develops operational needs assessments to identify opportunities for improving systems-related workflow, methods and procedures through appropriate application of information technologies and knowledge of applicable laws and regulations; develop cost-benefit analyses; document recommendations; and work with staff, management, end user and vendor personnel to implement changes.
  • Ensures the interfaces of systems and equipment are maintained, and necessary changes are implemented, tested and documented in a reliable manner.
  • Assists in maintenance, operational troubleshooting and coordinating repair of systems and applications to ensure maximal operational effectiveness. Documents and communicates change controls.
  • Assures appropriate change control procedures are followed and appropriate testing across business functional areas.
  • Responsible for developing and maintaining departmental procedure manual.
  • Monitors utilization of information systems and applications; prepare recommendations for modifying configurations to accommodate changing end user and regulatory requirements.
  • Depending on specific IT project activities, the Manager Business Solutions may function as a project/implementation manager assigning project resources in multiple concurrent projects.
  • Demonstrates a commitment to departmental and project-based teamwork as shown by timely team communication, follow-through on assigned responsibility, and willingness to search for opportunities for improvement.
  • Demonstrates a commitment to department goals, improving customer service and meeting organizational goals, mission and vision.
  • Masters IT best-practices and standards.
  • Manages the teams follow-up on user application problems, assigns priorities, and coordinates with vendor customer support as needed, escalates problems on a timely basis and ensures adequate resolutions are implemented.
  • Works and communicates well with IT management and departmental managers so as to integrate, maintain, support and implement application projects.
  • Establishes and updates the Financial Business Applications team knowledge base and ensures appropriate training and cross-training are occurring within the team.
  • Reports on individual performance metrics or success factors as requested.
  • Identifies needs and plans for team resource training.
  • Oversees and coordinates the definition and maintenance of user security within financial/revenue cycle applications including security group set-ups.
  • Performs other similar or related duties as assigned.SECONDARY (modifiable)
